By definition the rate of change of a function is given by:
 [tex]AVR = \frac{Change In Y}{Change In X} [/tex]
 Or equivalently:
 [tex]AVR = \frac{y2 - y1}{x2 - x1} [/tex]
 Substituting the values given in the problem we have:
 [tex]AVR = \frac{1.5}{18} [/tex]
 Rewriting we have:
 [tex]AVR = 0.08[/tex]
