This problem is a little tricky because you have both "sum of" and "quotient of" which both require you to place the symbol where the word "and" is located.
So, just ask yourself What am I doing the quotient of? What am I doing the sum of?
quotient of a number and 3 → [tex] \frac{x}{3} [/tex]
sum of that quotient and 8 → [tex] \frac{x}{3} +8[/tex]
