Dictatorship is the worst- there is almost no personal freedom.
In Communism people have food and work security (if possible and if the economy isn't collapsing) but they're also don't have much freedom
Monarchy just means that there is a monarch, It can mean that the monarch has an absolute power or that it's only representative. - freedom in modern world is independent of whether a country is a monarchy or not. The best anwer is republic.
