According to the navigation rules, the factor which should be considered in determining a safe speed is the state of the visibility.
Safe speed contains factors which includes: visibility conditions like fog, mist, rain, darkness etc., wind, water conditions and currents. Vessel responsiveness, traffic density, proximity of any navigational hazards are also included in this.
