the way that the western view of children change would be: Children became an economic liability rather than an economic asset.

In earlier time of history, most of the people fulfill their daily needs by hunting and planting their own food. In this type of society, having more children is an economic asset because it give you more manpower to take care of land and helping out in the hunting.
