-2x + Y = 3

Step 1: set up equation 
-2x+y=3
Step 2: add 2x to both sides
-2x+y=3
+2x     +2x

y=3+2x

remember we can do anything to an equation as long as you do it to both sides

-2x+y=3
add 2x to both sides
2x-2x+y=3+2x
0+y=2x+3
y=2x+3
