Brutus in this scene, as well in almost every other in this play, is the internal conflict of his feelings for Caesar. He is good friends with the man, and doesn't want to hurt his friend. Yet he sees Caesar consolidating power, and knows that he must eliminate the greatest threat to the Republic in his mind. So its an internal conflict between his friendship with Caesar and his increased need to eliminate the man who is threatening the Republic.
