First, set up your equation.

_(x+4)_ = 7
     2

multiply both sides by 2 to cross out the 2 on the bottom

_(x+4)_ *2 = 7*2
     2

x+4 =14

subtract 4 from both sides

x+4= 14
-4       -4

x=10
