5.12 moles of hydrochloric acid.

Explanation:

The balanced equation is:

2KMnO4 + 16HCl  --->  2KCL + 2MnCl2 + 5Cl2 + 8H2O

So 2 moles of potassium permanganate  reacts with 16 moles of HCl.

So 0.64 moles KMnO4 react with  (16/2) * 0.64

= 5.12 moles.
