I think it should be

4x+10+-22

My reasoning is

4 times a number increased by 10 is -22

4 times a number would be 4x. We don't know what the number is so it would be x in this. 4x INCREASED would be +. 4x+10. All that is left is -22, it is next to "is" which would be our equals sign.

4x+10=-22
