The Southern States gave up their right for equal number of states in both region inorder to maintain legalized slavery. Before the law was passed, the Southern and Northern region has equal number of state (8 each ).

Also, the lack of imports caused a compensatory expansion in the domestic commerce in slaves, which remained legalized under federal law until 1865.
