First. We calculate the value of "x"
22% of x =33
(22/100)x=33
x=(33*100)/22=150

Second: We calculate the value of "y".
44% of y =99
(44/100)y=99
y=(99*100)/44=225

Therefore:
x=150
y=225
225>150 then  y>x

Answer: y is greater than x.
