Germany did!

After World War 1, Germany saw itself politically and economically unstable and came to an agreement where the Americans would loan Germany a certain amount of money in order to help it rebuild its economy. However, the Wall Street Crash of 1929 caused the Americans to request for their loans to be repaid, something that the Germans were still unable to do for the Weimar government and the economy were highly unstable.
