False. Very few complaints are resolved and captured during the first contact with the customer. In many situations, complaints can be resolved within the first contact with the customer. If the customer is asked questions that provoke ways that the business can solve their issues it can definitely be resolved. This process is called the FCR, the First Contact Response from the consumer to the business.
